DTP debugging: Filter Out New Records with Same Key + Before Filtering New Records (breakpoint)

Hello Experts!

I am trying to debug the loading of master data for a characteristic.

There is a small set of data in PSA, for debugging uses. Here it is (grouped by material):

I use DTP with such settings:

Extraction Mode = Full; Package Size = 3; Semantic Groups = no, Handle Duplicate Record Key = checked.

And I start DTP in 'Serially in the Dialogue Process (for Debugging)' mode, like this:

And this Breakpoint isn't triggered.

I just get the log of successfull load, and that's all.

So, the main question is - what is the meaning of this combo:

Filtering Out New Records with the Same Key + Before Filtering New Records?

Is it triggered only when transformation creates new record in its routines?

Could this breakpoint be applicable only for transactional data, and not for master data.

P.S. I also tried: check semantic groups for key; change modes: full-delta; change handling duplicates.

But these options dont affect the result.
