afaik, no. The .net object model of the Crystal runtime sits on top of some ActiveX components, creating a dependency on Windows as the operating system.

No, the SDK will not work with any of the .NET core versions. Some of the internal components are ActiveX like Ido stated, some are COM objects. All require the Windows OS.
