while upgradation of server tool from 2007 b1 pl 10 to 2007 b1 pl14, i got this error
installation failed to write settings to the xml configuration file.
and insattation doesn't complete.
why this error is coming.

That is probably a user permission issue. You have to redo a clean upgrade by more powerful users.
