Cost tab in work order

hi gurus,

Can you explain how the cost tab in work order works? i have a cost that is in "not assigned" what does this mean?

and also why dont i have a plan costs? we are only using item category T that requires pr. i have a pr without po. thus this mean the pr should be converted to po for me to have a planned costs?
