Unable to connect to service InfoStore using ISessionMgr logon

I need help troubleshooting a BOE SDK connection issue. There is one environment (XI R2, 11.53) that is not connecting. the logon through an ISessionMgr object times out after 2 minutes with the following exception:

Unable to connect to service InfoStore from server <server> via CMS <same-server>

I can ping that server. I can connect from IE to the CMC and I can telnet to the 6400 port on that server.

Any suggestions on what to try or where to look for diagnostic information? I did not see any logs on the BO Server.

All other environments are connecting just fine, so this appears to be a configuration issue, rather than a code issue.

All servers are enabled and running
