During MIRO payment blocked only when variance exceeds upper limit toleranc

Hi Experts,

While I am doing the MIRO, if there is a price variance that exceeds the tolerance limits, a payment block is placed only when the upper tolerance limit is exceeded but not when the lower tolerance limit is exceeded.

In other words a payment block is placed only when the price variance is unfavorable. When there is a favorable price variance, there is no payment block placed when the invoice is posted. I am just wondering if a payment block can be placed even when the price variance exceeds the lower limits set. If so could you please let me know the settings where this can be configured.
