Where to find xNwBc.exe program

I have the NWBC 3.0 client installation guide and it talks about adding the NWBC client to an installation server using the utility xNwBc.exe that you can download from service marketplace. It does not say where to exactly to get the file. I can't seem to find any nwbc client files accept version 1 patch 13. Does anyone know where to find this utility. or if not do you know how to add NWBC component to an installation server for silent installation.
