Defining Base Cost.

Dear Experts..

My client wants keep one base cost as agreed by intialally

and based on that we have to analyse every month standard cost fluctuation while doing the improvment..

Where I can put fixed cost like base cost.. whenver the standard cost get changed client wants to check the base cost v/s std cost fluctuation in percentage..

Pls suggest...
