Couple Work Status with Controls not working as expected

Dear all,

We have the Enabled the Controls and configured as "Derive from work status" to be checked with all Work Status, but when the Controls are not already run, we are able to change the Work Status and the system is not checking the Controls.

So when the Controls are run and, for example, fail, we will have a Work Status "not compatible" with the current Work Status. For example Status: SUBMITED and Control: Fail.

Is the Standard or is anything not working properly?

We have the following situation:

1. We have Enabled the Controls and configured as "Derive from work status":

   

2. When the Controls were not executed, you can change the Work Status and also you can run the Currency Translation and the Consolidation ("Data locked for owner and to be approved" is the Work Status "SUBMITED", the Work Status number 2).

   

3. And if then we run the Controls and they were not passed, we will be able to have the situation where the Work Status is "SUBMITED" and the Control Status is "Failed":
