Material - Monitor the quantity but not the value

I have a requirement where the user want to monitor the inventory quantity but not the inventory value.

Once the stock is GR, the value of the stock should charge to the cost center but the quantity will be stay in the inventory until user issue it.

What should be the right material type that can match this requirement?
