Cooling water -Pipeline materail.

How to map the below scenarion in sap

We are using Cooling water and instrument air is supplied in pipe line from xxxx plant which is circulated in pipe line. This is basically not consuming. How cost will be charged to recipe?

Please any one suggest the solution.
