As far as I know, only terminated employee can be rehired (employment status = 0 Withdrawn) but not inactive employee (employment status = 1 Inactive) in IT0000. An inactive employee is still considered be employed within a company.
I suggest you use the field reference person for the Action, for terminated employees.
