SAP database installation are not done using setup.exe but using sapserver.cmd. Please read the installation guides.

yes.

I have kept the dump in C:\ drive

No blank space or numbers given.

Check if the user has full permissions on the directory.

If that is still not working there seems to be a problem with the dump.

Since Oracle 9.2 is already out of support I suggest getting a new installation DVD media with Oracle 10.

As I said - Oracle 9.2 is out of support as is 4.6c.

You can install 4.6c on Oracle 10g too using

Note 976457 - Oracle 10g Support on Windows: 4.6D-Based SAP Systems

What OS do you use?
