Need to budget idle capacity at the Profit Center level so as to not impact product cost?

We have a significant planned outage each year (about 1 month) and are able to remove these costs from product cost by expensing at the PC level. We'd like to incorporate this idle capacity into our budget (which is done at the CC level) but are not certain how to do this when planning without impacting product costs. Any ideas?
