Support Desk Message Authorization

Hi,

I have an authorization issue for message processing.

Scenario: I have 3 levels(L1,L2 &L3) of Support teams. Suppose the L1 processor is processing one message & he changes the status to 'Solution Proposed'. Now the that messaged has to be confirmed by the same processor. But in system it allows to changes the status from L1 & L3 also.

Pls suggest how to make the authorization processor specific.
