Applying SNOTE in System during upgrade

Hello All,

Currently i am in middle of upgrade (i.e.) preprocessing phase and i need to apply few notes. But i get the following error message when trying the same

Internal error: Upgrade is running!Component information not valid

Can anyone please help on the same?
