Add attachment to travel management workflow

Hi experts,

We are using workflow for travel claim. Now, we need to configure the workflow so that the email for claim approval is send after the staff scanned their own document (receipt).

What i mean here is that the email for claim approval is together attached with documents scan by the staff.

What is the best way to do this? Please guide me.
