Please check the configuration guide in your SAP Solution Manager or SAP Service Marketplace.

SAP SRM Server 7.0 -> Configuration Guides for SAP SRM 7.0 -> Business Packages for SAP SRM 7.0

Hi,

You need to deploy the business content of SRM 7.0 on to the portal. Pls look at the help page given here.
