TC00 and time evaluation

Hi,

what i know is TC00 sub- schema will generate TIME WAGE TYPES in the absence of time evaluation generated time data(i.e we are using time evaluation but the time data is not generated for some period),

my question is, whether it will generate TIME WAGE TYPES both in case of NEGATIVE AND POSITIVE TIME EVALUATION or only in case of POSITIVE TIME EVALUATION.
