HR administrator to process MSS- PCRs for employees

Hello all,

We are on SAP ECC 6.0 , EP 7.0 Sp15 and MSS version 600 SP13 .

We are using MSS Personnel change requests like separation , termination etc.

We want HR administrator to intiate PCR for all employees as managers do for employees in their respective org. units they

are heading .

We know that in HCM P&F , HR admin can initiate Forms for employees .But since we are already using PCRs , we cant switch to HCM P& F .

Is there any way we could meet this requirement with MSS PCRs .

I feel the only way is if HR admin is at CEO position and is heading all org units , he can process PCRs for all employees .

But this doesn't seems to be workable .

I searched the forum and could find out that we can go for customized application .

any pointers are greatly appreciated.
