It's due to existing answers to the question. In general it's a bad idea to edit question text if you already have replies (the logic can be broken). It was not possible in old SCN.
Makes sense. I was thinking about how it worked on Idea Place, where it was logical to edit (improve) an idea based on comments (feedback). But obviously here you can just comment on your own idea.
