How can I install or configure APL on SAP Cloud Platform?
Is that possible?

I see that you have already got the answer from Hervé : create a BCP incident ticket with your S-User.
Provide these information:
System: SCP tenant, landscape and account
Components:
BC-NEO-PERS is to request APL for DBaaS on NEO or
BC-NEO-PERS-CF is to request APL for DBaaS on Cloud Foundry
Database: HANA version
Request: Enable HANA component « Automated Predictive Library (APL) »
