How complete a kernel is SAPEXE.SAR and SAPEXEDB.SAR?

Hello

I am running a ECC 6.0 on an Iseries using the 7.00 kernel.

A question regarding the two .SAR archives (SAPEXE.SAR and SAPEXEDB.SAR) that SAP claims to be a complete kernel. Why are some programs like LGTST (really handy for checking if your system is up!) not included as part of the two SAR bundles? Is that technically not part of the kernel?
