Hi,
I would suggest checking the master data customer source (sourcing ratio as a 1 connecting with two locations ) once again and run the master data consistency check it will give a detailed error log.
Once you have identified the customer sourcing ratio change to 0.5 (location 1) and 0.5 (location 2) or delete any one of the customer sourcing ratios and make available only one location ratio as 1.

Please check the customer source master data carefully. I am sure you have some customer / SKU combination that are sourced from multiple DC's and you have maintained the value 1 in each of this case, against the sourcing ratio attribute. So heuristic is checking the ratio and finding 1 maintained in both cases, which adds up to 2 (1+1). This is outside the allowed deviation
Please identify those multi sourcing combination and maintain the sourcing ratio, in such a manner that it adds up to 1, not more than 1. For example consider it as a quota maintenance (e,g 0.5 for combination 1 & 0.5 for combination 2).
Once you have corrected the master data this error will be gone. Let me know if this works.
