SAP Portal Rendering Issue (Dots instead of Buttons)

Do you guys have any idea why on my SAP Portal rendering, the buttons are showing as dots instead of buttons?

- Here's a screenshot of our development system shows dots...

- Here's a screenshot of our sandbox and QA systems they show as buttons which is correct...

Regarding the issue, can you please tell me if the issue is faced in all borwser's or only in IE ?

If the issue is only in IE, then kindly refer the below KBA and check if you have followed all the recommendations for IE11 correctly or not.
