unlock personnel number infotype 0003

Good Morning
I am new to the system and I am with a case that when I execute a dynamic action by the PA40, in infotype 0003 appears the personnel number locked. How can I do, that when I run a re entry, the personnel number appears unlocked?

For an employee that will be re-hired, has the IT0003 been locked during the previous "Termination" Action? In other words, is IT0003 locked before re-entry?

Also be aware that Actions (V_T588D) are not the same as Dynamic Actions (T588Z).
