Hi Experts,
Our git repo have 3 projects. A, B, C
A is the common part which is depended by B and C.
B is used for deploy to NEO.
C is used for deploy to CF.
Does there have any Guide to introduce how to implement the mta.yaml?

Yes, there is an MTA Guide here.
Check-out this documentation as well on the MTA builder options for both environments.
There is also an excellent blog on how to create an MTA and deploy it to SCP.
On this thread, you will find some comments I did on the topic of MTAs for Neo and CF.
