Notes for Approval in display mode

Hi Experts,

We are using SRM 5.0. In shopping cart order screen, field "Notes for Approval" is appearing in display mode. I believe as per standard settings this should be in change mode.

Please advise what could be the reason. I checked there is no BADI implemented and also no config settings. I even tried for OSS Notes but couldn't find any.
