Is That possible Web Service without a java stack

I am Devloping a web service which can consumed by third party system.We dont have java enabled on our system is that possible to create a web service with out java stack enabled ? if yes let me know how to do that....thanx

I am working on solution manager .I need to create a web service for solution manager to java system. and on sloution manager we dont have java stack enabled .is that possible to create a web service .Thanks

Yes it is definitively possible to create a web service in the abap stack of Solman because Solman is based on Netweaver 7.0.
