Unable to create shopping cart against Service Order at status TECO

HI,

Can anybody tell me how we control the creation of a shopping cart against the system status on a Service Order.

We currently have SRM set so that we can not create a shopping cart against a Service Order when the Service Order is at status TECO - we now have a requirement to change this.
