Position creation from HR Portal

Dear All,

I'm working on a review of the SAP HR Portal we use, but I'm newbie to SAP. and need your expert's opinion on the following questions.

Now the HR managers can submit some forms (probably made by JSP) on the current HR Portal such as Position Request form or Org. Unit Request form.

But the situation is that the forms don't go to the SAP after manager submit them, forms go to another department, and the guys there need to check any possible errors and input them manually into SAP. They said they are using ISR framework for this procedure. And this complex and time consuming procedure is not for a business reason, but a technical reason.

My questions is

Is there a limitation in SAP that the forms like Position Request form can't be submitted directly from the HR Portal to SAP?

If I'm going to make some improvement on this, can I use some Bapi or RFC calls or some other tech from the JSP pages on the HR Portal to make this kind of the submit to SAP backend?

If yes, what's the name of the calls in Bapi or RFC or other tech I should use?

The versions that used in the current environment: Portal 6.0, KM 6.0.
