can not create work order from structure list!

Hello SAP colleagues,

Do you have any idea why some of the users can not create work order directly from Functional Location Structure?

What user does is: in the structure list IH01 (in the menu) user clicks on GoTo -> Create Order but can not do that because this option is greyed out. My colleagues from authorization team say that its not authorization issue.

All clues will be really appreciated
