Web app server instances

We have 4 web app servers in PI

Is there a way we can force a message go through a single web app server. I know In IR, we have an option called message server where we will provide the app server name.But, I dont want to chnage it often.I want to find out if there is a possibility to make it through an app server dynamically with out manual intervention.

We are designing an interface to check the health of all all the web app servers . Interface will run every 30 min.We want to do check the health of each web app server and want to force the message through each app server.

I know that PI system is build in such a way that it should do load balancing.but in case if there is a possibility ?

any Ideas ?
