Acq.only allowed in capitalization year

Hi

I want to prevent users from opening purchase orders for assets that were purchased in previous years.

I know I can use AFAMA per DEP. Key. but this prevent MIRO not PO open,

I also know I can block the assets, but Im looking for more elegant way.
