Intercepting transactions e.g. to open up a "what's new" page

Most all programs, that we can install on our clients come with "What's new" pages, that automatically come up at least after the installation, sometimes also with certain tips etc.

We were recently thinking, this would be awesome for transactions and applications within SAP as well, both on the regular ABAP/SAPGUI side as well as Webdynpro.

Essentially what I would love to do, is to intercept e.g. the call of a transaction, say FB01 for a Finance posting (or any other) and go to the transaction, but in parallel open a weblink (coudl be a webdynpro or another Web-URL based app), that informs the user about news around Finance, e g. some new report, that is now available, some new tax functionality, that should be considered or whatever else might be new and interesting.

Is this something feasible/possible through some kind of an exit or possibly even a mod?

I have the fealing if it is possible it might be something fairly deep down?

Would be cool though and certainly could significantly improve how users can be informed with relevant information (based on the transaction executed)

Any thoughts?
