How can we find PO raiser when we provide Purchasing group. Is there and report to run?

You can use report Me2l.
Give Purchase group and any other selection creteria and Excecute the report.
U can find the PO created by Name. if not go to Change layout and select PO created by. It displays the PO created by User ID/name
What if I cannot find field 'Created by' in Change layout in tcode ME2L?
Do you mean the user who created the PO ? If yes, you can use the field ERNAM from EKKO
