How to add a Penalties and additional terms in sap CLM(Contract Life Cycle Management)

Dear Expert,

I would like to add the Penalty and additional terms in my contract and i should be able to add it by add button on the terms tab in SAP CLM but in my case i can't see this add button on the terms tab..

Can you please help me enabling this button..?

I am using SAP CLM 9.0..i was able to bring the add button by page customization but still penalties divider is missing...i can just see the label for penalities..

Please help
