ASE library for PHP 7 on windows

We Must migrate PHP 5.6 to PHP 7
we have a ASE 16.0.3 Dataserver
the Library provided in the SDK can not be loaded with the New PHP
we must upgrade the PHP cause internal policies that requires us to have all our products in one of the last 2 version.
