Action Start Conditions - Using an Optimization Rule

We are trying to trigger actions using start conditions based on the dates and status of an activity.

In the documentation of the system we have noticed that there is the possibility of using an optimization rule which is similar to a date rule to control the scheduling and processing of the activities using the SPPFP report.

However, we have no idea where to define such an optimization rule. In the condition definition transaction screen in the customizing, when we try to access the possible options for using an Optimization rule, no rules are shown, only a blank value is permitted. Nowhere in the documentation is there an indication on how to customize a optimization rule.

I have read note 653159, but it doesn't really state how to setup an optimization rule. We have looked in the SPRO and I haven't been able to find a related task.

Does someone know how to use the Optimization Rule for Actions?

Thanks in advance,
