Picking qty greater than delivery qty- How warehouse able to pick more-PGI issue

Hello,

we are getting issue during PGI that pick qty greater that delivery qty. we have warehouse mgnt activated and while creating TO, warehouse guys are able to pick more and confirm the TO but PGI is stopped.

How are they able to pick more during TO. what is the settting in SAP which makes them pick more. How to disable more picking qty than delivery qty ?
