in Hana you can us the transaction /UI5/THEME_DESIGNER.

Which is similar operation to get the THEME_DESIGNER with HANA Express and the WebIDE?

The transaction you mentioned is not part of HANA, but of the UI component installed on the NW laying above HANA. As HANA express does is standalone and you can of course not use that transaction. If you wanna play around with it you can use the version available via SCP for instance.
