Job field in Change mode in IT0001

hey all,

When I try to do a HIRE in PA40 in PRD, the Job field in IT0001(Position:99999999) is in change mode ,allowg to input thru f4, but in Dev or Test it is in standard way, ie in grey mode, how it is possible .

Can pls give inputs on this.
