User wise POs

Dear SAP experts,

My clinet want to haveinter locking user wise or plant wise in case of PO.

We have one 1 company code and 9 plants.

Now PO generated by ' X ' plant should restricted for ' Y ' plant for display.

Next i want to restrict some users to see the PO created by another users.

So, can anyone tell me how it will be possible?

Tell me in two diifernt ways wouthout Basis and ABAP help.
