Purpose of CREATE privilege on dbspace?

Suppose we have only 1 user dbspace in IQ 16.1.

No one has been granted CREATE privilege on this dbspace (not even PUBLIC role).

A user with CREATE ANY OBJECT privilege is able to create a table in that dbspace.

Then, what's the purpose of CREATE privilege on dbspace? if users can do without it?
