wbs element not visible

Dear All,

i am working on ECC 6.0 enviornment. i am issuing goods w.r.to wbs element. but for particular mvt type 221 , Q ( special stock) wbs is not appearing, while executing MB51 report. i had set the layout also but still it is not appearnig.

how to get the wbs list in that report ( for mvt type 101 & 102 i can able to see)

i think the wbs is not copying in the report.

what i should do.

Please don't suggest layout changes.
