Can someone locate me Java Scheduler api (tc~je~scheduler~api~jar)

Hi,

I am looking for the above mentioned Java scheduler Api(tc_jescheduler_apijar). But I am unable to locate it. Can someone provide me the links from where I can download this Api. Also, is this the correct Api to implement the Job scheduling in CE 7.1?
