Unable to create "Rule Set" territory

Hi

I am trying to configure Rule Policy and Rule Set for territory in CRM 7.0. I am using "C06_BB_ConfigGuide" document as reference. Now I have got stuck in assignment of Rule Policy to Rule Set (Step 4.5.3). When I click on link to create "Rule Policies for Rule Builder" and select Create. On selecting "TM- Territory Management" as Rule Policy Type, no further processing occurs. I am using standard Role "SAP_CRM_UIU_SLS_PROFESSIONAL" in which authorization object "CRM_FDT" is already present.

Please help me in resolving this.
