F110 proposal has been relesed

Dear All,

I am working with f110 as and when we run the proposal after completing of parameters run proposal the system immediately displaying message proposal has been relesed 09.09.2009 and stucked there no further action.

Can any one help me why this is happaning?.

no. 1. The vendor has open items.
