Workflow triggered twice. Triggered using Message Control/Output Types

I created an output type for VA01. After creating (then saving) SO, workflow is immediately triggered which shouldn't be the case since I have to run program 'rsnast00' to trigger workflow. So workflow is triggered twice during the process. How do i fix this?

dispatch time = 'send with periodically schreduled job'

application = 'v1'

transmission medium = 'events'

processing 1

program = 'RSWEMCO1'

form routine = 'CREATE_EVENT'

1. You deactivate the event linkage in txn SWE2 for the workflow. if event linkage is activated.

2. Check whether any user exit or badi is implementd to start the workflow.

i've tried deactivating the linkage. Workflow is not triggered after SO creation but when i run program 'rsnast00', error appears and workflow was not triggered.

I've also checked that there are no BADIs and user exits for the workflow.

May be the workflow is triggered in such a way that when ever out put type is created then the workflow must be triggered.

As the purpose of the report stated by the SAP is

Purpose
Issues output from all applications with send times 1 and 2.

May be the output type is created twice but the output of the report is not Duplicated. ( mentioned by SAP ) check the documentation of the report.

It is true that the workflow should be triggered in such a way that whenever output type is created, the workflow is triggered.

In NACE, the dispatch time of the output type is 'send periodically with scheduled job'. As I understand, the workflow shouldn't be triggered automatically which is not happenning in my case because workflow is triggered after saving SO. So when I run 'RSNAST00', workflow is triggered for the second time.

The workflow is not triggered once. We just changed the event where the workflow should be triggered. thanks for the help
