Transporting Field Selection Lists

I am not able to reliably transport field selection lists that have been formatted in IMG.

Scenario:

1.

a) Client DEV 110

b) Format Maintenance Plan selection list in IMG (OIWW) - format display

c) Menu: Settings>Layout>Admin

d) Select Variant (1b)

e) Menu: Layout>Transport - create Transport and save

2.

a) Client DEV 110

b) scc1 - transport from 1.e. above

c) IP16 - execute

d) Message (OK17) No Layouts found

Have read SAP Note 840321, but cannot remedy OK17

Any suggestions?
